Duties

This position is part of OUSA’s Administrative Services Group (ASG) which supports the Deputy Secretary/Chief Operating Officer, four Under Secretarial Offices and select units which do not have dedicated staff to be accountable for finance and budget, personnel and timekeeping, property, procurement, travel and facilities management functions. This position oversees or directly provides those administrative services to one or more units.

In this position, you will:

  • Serve as an advisor in budget formulation, presentation, and execution of unit federal and trust (central trust, gifts, grants,
    endowments) resources.
  • Review and reconciles financial data in accounting systems against unit records to ensure accuracy and that funds are executed in accordance with defined policies, grant regulations, management objectives and donor wishes.
  • Assist units in interpreting and applying contract, property and travel regulations, policies and procedures.
  • Advise on policies and procedures pertaining to performance plan and performance review requirements; telecommuting; awards and promotional programs; training advancement opportunities and other developmental programs.
  • Advise the Serviced Organizations/ Customers management on personnel recruitment, retention, and disciplinary actions; labor relations; EEO/Diversity; and,
    management and other human resource training programs.
  • Plan, organizes, directs, and supervises personnel and activities of the Administrative Services Group.

Qualifications

Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the grade 13 level in the Federal Service. For this position, specialized experience is defined as providing support and carrying out guidance on the following areas of administrative management: budget formulation, execution, and justification; procurement; travel; and human resources, that may involve the use of a variety of financial systems such as entry of financial data into the Smithsonian Institution (SI) official accounting system and the Enterprise Resource Planning (ERP) system, ensuring all matters remain confidential.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.
